Pampas grass seed

They can be used in dried arrangements immediately after harvesting or dried by hanging upside down and used later. And here's the rub. Move this plant to a frost free area but not a hot one.Pampas grass can be stared from the seed in small containers to get them to sprout, or they can be raked into high-quality potting soil or compost in the ground. You don't want it warm as that will push it into growth.  Plant pampas grass in the yard, which can grow up to 20 feet high, with lawn care tips from a sustainable gardener in this free video on growing grass.

The plumes of this ornamental grass are highly prized for indoor decorations. You want it dormant, light is not necessary, but not cold.  Plumes used for this purpose should be cut as soon as they have fully emerged. You have to overwinter it. If mature plumes are brought indoors, they will fill the home with delicate fluffy flowers which can be a bigger problem than a shedding dog or cat. This shedding can be prevented by spraying mature plumes with hair spray. I'm thinking somewhere in the 40's is ideal.
